Attempts to Pass GA Sports Betting Legislation
In 2018, the US Supreme Court decided to overturn the Professional and Amateur Sports Protection Act (PAPSA). This decision opened the way for individual states to legalize sports betting. Soon after, political support within Georgia for gambling legislation grew in prominence.
Accordingly, many different bills have been tabled to the Georgia Assembly to try and bring sports betting under regulatory control of the Georgia Lottery Corporation. Here are some recent points of interest:
- In March 2022, a panel of Georgia House Representatives backed a plan to approve a referendum on sports betting legislation, as part of Senate Resolution 135and Senate Bill 142. These bills either expired before votes could be held, or else did not gain Senate approval.
- In November 2022, incumbent GA Governor, Republican Brian Kemp, was elected for another term as an opponent of gambling legislation.
- In March 2023, state legislative session saw three more gambling bills (SB57, HB380, and SR140) brought to the table, with aim of regulating sports and casino betting. All three bills were voted down or expired on March 6th.
With the legislative session ending on March 30th 2023, further attempts to introduce betting legislation will have to wait until 2024 at the earliest.

The Future of Online Sports Betting in Georgia
The most recent sports betting bills have been rejected. Therefore, there will be no further attempts to pass legislation until at least 2024.
The future of online sports betting in Georgia is still unclear. Among the public, support for sports betting regulation lags behind support for casino gaming legislation. In polls for the 2022 GA Governor elections, 59.7% of Georgia voters supported casino betting legislation, compared to 45.6% who supported sports betting legislation. Nevertheless, this is still slightly higher than the 42.6% of Georgia voters opposed to legal sports betting.
If the issue was ever to go to public referendum, GA residents would likely vote in favor of legalized sports betting. With the persistence of Georgia lawmakers attempting to pass gambling legislation, it is only a matter of time before more bills are brought to the table.
How Does Sports Betting in Georgia Compare to Other States?
Georgia remains one of only 15 US states that has not legalized any in-state sports or casino gambling. Within the wider region, Georgia is far from the exception. Of the five neighboring states, only Tennessee has sports betting regulations. Florida, Alabama, and the Carolinas all maintain stricter regulations.
However, there are strong incentives for GA lawmakers in pushing for more relaxed gambling laws. As the USA’s 8th largest state by population with 10.7 million residents, the potential proceeds of Georgia sports betting legislation are massive. GA Senator Bill Hickman estimates sports betting alone could add $1 billion to the Georgia economy and create 8,500 jobs. In addition, sports betting could produce $300-400 million per year in state tax revenue.
Tenneessee
Tennessee sports betting is only online, which is a unique decision within the USA, with no retail brick-and-mortar sportsbooks available. With a population of 6.9 million, online sports betting generates $7,000,000 a year in TN tax revenue.
